Cohocton Lessor Hal Graham complaining about noise

Here's a video of Hal Graham, town justice in Cohocton and a land-owner who signed a lease agreement to have wind turbines on his property. He's speaking at a town board meeting, pleading for them to do something to get the turbines shut down, as people are unable to sleep at night. He calls the noise "like a jet engine landing right behind you."

In it he lambastes those opposing wind turbines, calling claims about noise "an absolute and preposterous fabrication by the anti-wind group."

This is clearly not someone who was against turbines in the beginning. Why is it now that he's going to other towns warning them if turbines are truly "noiseless" (as he has done in Prattsburgh)? Did he suddenly decide he didn't like the view? How does it benefit him to lie?
